The two loading first are one volume market and one margin market, deliberately: Thailand will prove the product at scale, and the Maldives will prove it on a basket worth ten times as much.
The remaining anchors — Singapore, Malaysia and the UAE — are large, high-growth tourism economies where the operating structure is drafted and the supply conversation has started. The waves behind them open once the anchors are proven, in the order the operating structure allows rather than the order the demand suggests.
